The State of Hawaii has built and operates a number of private telecommunications networks.
Skybridge is a one-channel, two-way analog interactive video network built and operated by Maui Community College to serve the tri-isle population of Maui County.
HITS (Hawaii Interactive Television System) is a statewide 4-channel analog system with 2 return channels from each major island. HITS was built by Hawaii Public Television and is now managed by the University of Hawaii.
The State also built a DS-3 digital microwave system called HAWAIIAN (HAwaii Wide Area Integrated Information Access Network) that largely parallels HITS. HAWAIIAN was built and is managed by the State Department of Budget and Finance Information and Communications Services Division. It supports the voice, data and videoconferencing applications of state agencies and education.
Cable Television providers within Hawaii are all franchised by the State Department of Commerce and Consumer Affairs (DCCA). Franchise agreements all require that cable companies provide Institutional Networks (I-Net) that provide video and data communication among state-designated facilities including governmental buildings, campuses and schools. I-Net facilities are based on fiber optic transmission, as well as an innovative Ethernet-over-CATV project currently in use on Oahu.
